In 1990 staff morale was falling. This was clearly linked to

the question mark over the survival of the business. On
the other hand, the employees, including those at the key

unit management level, were considered to be very

capable, with the ability to produce better results. This

suggests that, on balance, this area should be considered
just a plus.
