STRUCTURE

The 1990 Structure was a decidedly negative contributor.

Andros had helped to create a fragmented organisation in
which the divisions were almost completely autonomous.

There was little synergy and ineffectual control. The

problems arising in implementing strategy were or should

have been visible.

By 1995 the structure was significantly different and had

become a very strong positive contributor. Control had

been brought back to the centre, which, although relatively
small, operated effective information and communication

systems.
