   goals are "tactical goals"; goals at various levels may be
   called "business goals", "objectives", or "targets".
   5. A policy is a broad guide to action. It is a statement of
   principles or values. A policy differs from a procedure,
   which details how a given activity is to be accomplished.
   Policies do not have to be vague. Competitive
   benchmarking identifies key quality characteristics and uses
   other leading organizations as reference points to develop
   goals and strategies.

2-7 Quality Implementation Tools

     In any endeavor, there are specific tools utilized to
accomplish the defined tasks. Quality implementation is no
different. Many tools are used such as:
 A quality audit is an independent review conducted to

   compare some aspect of quality performance with a standard
   for that performance. Quality audit is a systematic and
   independent examination to determine whether quality
   activities and related results comply with planned
   arrangements and whether these arrangements are
   implemented effectively and are suitable to achieve
   objectives. The terms quality assessment ( or quality
   evaluation) and quality audit have similar meanings, but in
