                                             Plight of Rohingyas: Absence of Universal
                                             Consensus on Statelessness


                                             The Bandaranaike Centre for International Studies (BCIS) launched its third
                                             Issue  of  the  Monograph  Series  titled  Plight  of  Rohingyas:  Absence  of
                                             Universal Consensus on Statelessness. Authored by Surangika Jayarathne
                                             and Senuri Samarasinghe, the monograph examines the Rohingya Refugee
                                             Crisis in light of the key challenges in arriving at universal consensus on the
                                             treatment of displaced stateless people. It goes on to analyze how the mere
                                             existence  of  global  regimes  and  legal  mechanisms  prove  insuf icient  to
                                             ensure universally equitable treatment for those who are affected, and the
                                             dire  need  for  political  will  and  consensus  in  implementation  in  order  to
                                             ensure universal consensus on statelessness





         BCIS at the 1   Shanghai Cooperation Organization Peoples

         Forum


                                                                          The  Bandaranaike  Centre  for
                                                                          International  Studies  (BCIS)  was
                                                                          invited  for  the   irst  Shanghai
                                                                          Cooperation  Organization  Peoples
                                                                          Forum  in  Xi’an,  Shaanxi  Province,
                                                                          China.

                                                                          The delegation which was led by the
                                                                          Deputy  Director,  George  Cooke,  also
                                                                          included  post  graduate  students
                                                                          Suhashie  Mallimarachchi  and
                                                                          Tharindu Wickramasinghe.

                                                                          The  SCO  Peoples  Forum  brought
                                                                          together  delegates  from  member
                                                                          states and dialogue partner states for
                                                                          deliberations  on  the  impact  of  the
                                                                          Organization, the involvement of civil
                                                                          society and the scope of regionalism.


                                                                          The panel discussion on ‘Eliminating
                                                                          poverty  and  improving  people’s
                                                                          livelihood’ was chaired by the Deputy
                                                                          Director of the BCIS.

                                                                          The delegates also visited the cities of
                                                                          Yan’an, Shanghai and Beijing, to gain
                                                                          deeper  understanding  of  China’s
                                                                          economic drive, during this visit which
                                                                          was coordinated by CNIE, the national
                                                                          non-pro it civil society organization in
                                                                          China.
