4 DOCUMENT CONTROL
Document control is essential on Mega Projects for coordination of communication to project
stakeholders and ensure the large volume of documents are being properly archived.
◆ The document control position is an expanding and contracting position, and should be considered a resource to
the project. This position should be filled during mobilization as a method of standardizing procedures in the field.
◆ This position shall maintain, update and distribute all design documentation including
permits, field order changes and EOR sketch approvals for AHJ viewing.
◆ This position will maintain all inspection records and third party inspection reports and
certifications. With more and more AHJs depending on third party inspections, maintaining and
monitoring these reports is a priority in preventing uninspected work being covered.
◆ This position will manage Haskell supplied deliveries to ensure they are received and inventoried in accordance
with the Bill of Landing. These resources will also track the storage of these materials on or off-site.
◆ This position will capture, digitize and archive all field-related documentation including, but
not limited to JHAs, Daily Reports, Hot Work Permits, Excavation Permits, etc.
◆ This position will be responsible to maintain as-built drawings within the field
from both Haskell changes and subcontractor installed deviations.
◆ This position will collect and maintain all required close-out documents including
commissioning reports, warranty letters, and all operating and Owner’s manuals.
5 MATERIAL DELIVERY, TRACKING AND INVENTORY CONTROL
When taking into account the varying logistics and site utilization planning associated with Mega Projects extensive
consideration must be given to how material is managed throughout the lifecycle of the project. Taking delivery
of the various materials and equipment, either on-site or in remote staging areas, requires significant planning
to ensure these items are properly received, stored, maintained, inventoried and tracked until installation.
◆ Contract partner/vendor responsibility for the management of materials and equipment is a standard
practice, but requires procedures and resources to be clearly identified in early stages of the project.
◆ Haskell in-house management of the material and equipment process is an option that should be considered
when evaluating the level of oversight we want to have into the process. Consideration should be given
to available resources and evaluated to determine who is best equipped to manage this effort.
◆ Various technologies should be considered when reviewing this process
including bar code and RFID tracking systems, coupled.
◆ Any site storage elements should be included in VDC’s site logistics planning and modeling.
