4.4 Substantially increasing the number of youth and adults with relevant
skills, including technical and occupational skills, employed in appropriate and
entrepreneurial positions.
4.5 Wiping out all forms of discrimination in education and eliminating gender-
based biases while providing equal access for everyone to all levels of education,
including those with disabilities, indigenous people, and at-risk youth.
4.6 Ensuring literacy and numeracy for all young people and adults.
4.7 Ensuring education for sustainable development and global citizenship
via education for sustainability and the recognition of cultural difference(s).
A.4 Constructing and enhancing safe primary schools, which accommodate the
needs of children with disabilities, are sensitive to gender, and provide a safe,
non-violent learning environment which is both inclusive and efficacious for all.
B.4 Expanding the reach of higher education scholarships for developing
countries, especially smaller developing countries and countries in Africa. This
is intended to encourage all aspects of higher education, including professional
competence in technology, information and communication, as well as technical,
engineering, and scientific programs.
C.4 Increasing the supply of qualified teachers in developing countries through
international collaboration, and providing teacher-training, especially in less
developed countries and small island countries.
