                  Synopsis:

                  This case study is made to analysis the impact of mobile learning, its advantage, flexibility
                  and costs over other models and its relevance in modern day training. HAL is an aerospace
                  giant in  Asia  and  is  in  a  highly  skill driven  sector.  With  relevance  to  its  frequent
                  technological changes and improvements, it is imminent to adopt training modes which are
                  more flexible, reachable, can create an impact and are cost effective. Even today, traditional
                  methods such as class room training cannot be effectively replaced by any other mode, but
                  for a  majority of  content  like  awareness  based programmes  can be  driven through mobile.
                  Reading material, feedback and evaluation can be  done  through mobile  learning.  Through
                  this case study  we would    like to  present  the need  to  shift  towards mobile learning
                  considering the  fact  that  it  saves  cost, time  and effort  while  ensuring reach to the  intended
                  learners.

                  Findings:

                        All divisions  in  HAL  implement apprentice  training  as  per statutory  requirement.  The
                  Regulating  agency (Regional  Director  of  apprentice  training  (RDAT)) intended  to  conduct
                  the  online  examination for  trade  theory across  the  country for  all  trades  and the  same  was
                  informed to  all  agencies  implementing apprentice  training.  The  RDAT  has  not  provided
                  reading  material, model  question papers  and  has not  made arrangements to  mock  test  to
                  facilitate familiarizing ITI apprentices by the implementing agencies of apprentice training.
                  In case  of  HAL, Hyderabad division 253 trainees  have  to appear  for  the  online  All  India
                  trade test.  In addition to the above, the following are the other problems:
                  Cyber Security Policy
                  Non availability of infrastructure
                  Regulating Agencies non inclusive approach in decision making
                  Discussion Points:
                        HAL being a defence establishment had to implement stringent Cyber Security. This led
                  to non-availability/limited availability of educative/ learning based portals.
                  The computer systems are not available to all personnel of HAL.
                  The learning is very much necessary, mainly for junior officers and employees.
                  Statutory  responsibility  of  implementing apprenticeship training and  non-availability  of
                  resources at  the disposal  of  apprentice trainees.  The  Unilateral  decisions  of  Regulating
