                                 SP  should  also  be  able  to  perform  rescue  and  contact  relevant  authorities  in
                                 emergency situation.

                   f)   Allo and contractor shall identify if the Works place is considered as confined space according to
                        DOSH  ICOP-CS  and  Allo  and  TNB  guidelines.  This  may  include  inside  manhole,  tank,  tunnel,
                        vessels,  boilers,  condensers,  culverts,  duct,  stack,  pipelines,  sewers,  underground  chambers,
                        trench/excavation pit of more 2 meters or trench/excavation pit of less than 2 meter but with
                        risk of engulfment or presence of hazardous gases.
                   g)   A specific confined space permit shall be issued by PI to ES after confirmation by AGT that the
                        confined space is safe to entered. Once the permit is issued, SP to be stationed at the entrance
                        of the confined space and allowed only certified AE to enter. A record of AE in and out movement
                        to be maintained by SP.
                   h)   Adequate lighting and ventilation either naturally or forced, shall be provided if any person is
                        working within confined space. The power supply shall be connected to an earth-free ground
                        extra low voltage supply in accordance with standards recognize by Energy Commission (EC).
                   i)   The Contractor shall take adequate precautions and mitigation measures which include, but not
                        limited to periodic gas/oxygen tests, PPE requirements, Respiratory Protection Equipment (RPE),
                        isolation of connections to confined space, provision of ventilation equipment and preparation
                        of  confined  space  for  safe  entry,  standby  person,  and  availability  of  rescue  equipment  and
                        Emergency Response Team (ERT). Such measures shall be identified based on hazard and risk
                        assessment during planning stage and relevant procedures must be provided.


               9.2.  Excavation
                   a)   The Contractor shall ensure the excavation works are in accordance with Part XII of Building
                        Operations and Works of Engineering Construction (Safety) Regulations, 1986, Guidelines on
                        Trenching for Construction Safety 2000 and Guidelines on Occupational Safety and Health in
                        Construction Industry (Excavation Work) 2017 to protect workers and the public.
                   b)   The Contractors shall obtain an excavation permit from the Employer before excavation work
                        more than 1 meters below grade is performed including any pile or pole driving and soil testing
                        (etc.).
                   c)   Excavations and trenches shall be inspected by a competent person daily and after every rainfall
                        to determine if they are safe.
                   d)   Excavations such as ditches, trenches or holes shall be sloped sufficiently to prevent cave-ins or
                        slides. If sloping is impractical, shoring shall be used whenever the vertical dimension exceeds
                        1.5 meters or as soil condition warrant.
                   e)   Personnel  removing  shoring  after  completion  of  work  shall  not  be  in  the  bottom  of  the
                        excavation. Shoring shall be removed in a manner to prevent cave-in on personnel.
                   f)   Barricades, handrails, signals or other appropriate warning devices to protect personnel from
                        any hazardous operation or excavation shall be provided. Open trenches, excavations, etc., shall
                        be covered when handrails or barricades do not provide adequate protection.
                   g)   Grade lines, ropes, chains, and other tripping hazards shall be sufficiently marked to be clearly
                        visible day or night.
                   h)   All excavations along or in roads shall be illuminated at night with approved blinking amber lights.
                        These shall be explosion proof, transistorized, flashing beacons, or safety approved type.
