1A.5 Developer led project
Stage 3
Stage 3 comprises the co-ordinated
development of fit-out information post
Scheme Approval 2, submission of
planning applications and monitoring of
shell construction through to Practical
Completion.
1. Following Scheme Approval 2, the Ex.PM will issue an Exchange Pack of
information to the Shell Monitor (including Shell drawings / specification and
PCSD 06) and arrange the Exchange Meeting. Exchange Pack to be issued
a minimum of 1 week prior to Exchange Meeting.
2. The Exchange Meeting (held on site for conversions only) will be
attended by the Construction Manager, RAM, Co-op Principal Contractor,
Internal Manager and Shell Monitor.
3. Following the Exchange Meeting, the External Project Manager will notify
the design team (Architect and Principal Designer) to proceed
4. Simultaneously, the Construction Manager will appoint a Principal
Contractor and provide access to I-Site for the Principal Contractor to
examine current project information, with the exclusion of the project budget
5. The Architect will produce Stage 3 information including full package of
fit-out, planning and legal drawings, co-ordinated with Structural Engineer /
Building Services Engineer where required, and the Principal Designer will
collate the Pre-Construction Information for issue to the team
6. A review of the proposed advertisements design will be undertaken by
the Format team on receipt of the Stage 3 Architectural information and
instruction from the External Project Manager
7. Once agreed, the Format team will notify the Architect and the application
can be submitted to the LPA and monitored through to decision
8. Throughout the duration of the Developer’s shell construction phase, the
Shell Monitor will conduct site visits at intervals that become increasingly
frequent approaching Practical Completion to ensure works are proceeding
in accordance with the agreed shell drawings and specification
9. At 18-6 months pre-Practical Completion of the developer’s shell, the
Shell Monitor will conduct site visits at 3 weekly intervals, 6-3 months site
visits at 2 weekly intervals and 3-0 months site visits at 1 weekly intervals
10. Following every Shell Monitor site visit, a dashboard update and
photographic report will be provided to the Construction Manager, RAM,
Principal Contractor, Internal Project Manager, External Project Manager,
Quantity Surveyor, Architect and Principal Designer
11. The first site visit [FSV] will be arranged during the shell construction
phase for the design team to review the fit-out project programme, contract
drawings, planning/building control/health and safety updates. The Principal
Contractor will communicate any proposed amendments to the scheme and
if agreed the Architect will revise the drawing information to suit
12. The Principal Contractor will novate the Pre-Construction Architect or
appoint an Architect to carry out duties during the construction phase and
notify the Construction Manager / Internal Project Manager
13. Shell Monitor and Developer agree Practical Completion following
snagging and the shell is handed over
