There wore largo savings under the following headss-
(1) Public lloalth. Mainly due to the fact that no large-
scale anti-malaria measures wore undertuh.cn, and the now
hospital was not ready before the end of one year, thus
reducing establishment charges. I may add that I have taken
steps to ensure that more effective anti-malaria measures are
carried out this year.
(2) rublic 'forks. Mainly because the project for building
a new Palace for Pis irijhness has been temuorarily abandoned.
It vill be observed that the Public .orlcs programme underwent
considerable revision during the year, I do not consider any
grave objection need be raised on this score, since elasticity
is essential in a period of rapid development, and the
Department lias still much to learn in framing estimates for
work in 33ahrain.
3. In the result Revenue exceeded estimates by roughly
6 lakhs and expenditure (excluding sums unced to deserve)
exceeded estimates by 1 lakh, The invested Revenue at the
end of the year amounted to is.40 lakhs.
4. In regard to the estimates for' the current year, I have
the following comments to make.
Revenue.
(1) I have no doubt whatsoever that Oil Royalty receipts will
exceed estimates by 10 % at least. I need not give detailed
reasons for this view which is baaed on existing production
and 3uiowledge of the Company's policy for the immediate future.
(2) Customs Receipts are also much under-estimated. That
the opening of Ras Tar^p^ port on the mainland will gravely
effect collections on transhipped cargo is undeniable, but it
cannot affect collections on goods imported for consumption in
Bahrain. I expect receipts to exceed the estimate under* this
head by not less than P.s.2 lakli3, since trade is — and has
