can bo little doubt that if it is to b e adequate and effective
it will involve heavy charges against the State's Budget,
costing probably between fc 30,000 and 40,000 annually apart
from non-recurring expenditure on buildings and equipment.
It is intended that Ur. Vallanco should discuss this matter
•again with Mr. Hutchings with a view to framing a scheme which,
while capable of producing the results required, will keep
expenditure at the lowest possible limit. This particular
matter will be the subject of a further report in due course.
