                                  ZUUAHAJI.
                  I saw tho Shaikh of Qatar on tho 30th Junuory, 1950
          nt Doha In connection with the lottor which I have written
           to him on the subjoct of Zubarah.   Abdullah Danvlsh and
          Saleh al Mani' wero present nt the Interview,    The Shaikh
           said that the Shaikh of-Bahrain's retainers might come to
           the Zubarah area without being subjoct to Customs or any

           supervision provided those are "specified11 who are to ho
           allowed to come and that the amount of supplies they may
           bring in is brought only for their porsonnl use and not
           to be given for sale - this priveloge is not to be shared
          with Qataris.    They should make no trouble and should
           come under the Jurisdiction of tho Shaikh of Qatar,    The
           latter wants a guarantee that his sovereignty, honour,

           and material rights and administration in Zubarah will be
           sofeguurded.   Ho will open the fort there and leave It empty
           provided thut wo guarantee thut no one will occupy it.   Huhruin
           should revert to 2$ transit dues for goods for Qatar and
           should allow freedom of movement between Bahrain and Qutor.
           Shaikh Salman should not build at Zubarah.
                  I sow Shaikh Salmun for two hours about this on

           the 1st February and told him what Shaikh All had said.
           He was ultimately pursuaded to lotting ino have a list of
           persons whom he would like to send to Zubarah provided they
           would bo freo of supervision and Customs, and the fort
           kept empty.   I am writing a letter to him asking him for
           details of these, us a first step towards reaching some
           sort of sottlomont.   Ho said that Jurisdiction over his
          •people who would go to Zubarah should rest either with him
           or with the Political Authorities,   Only after difficulty
           did I get him to give up insisting about his right to

           "properties" in Zubarah - a point on which the Shaikh of
           Qatar was udnrnant.
