II. RECRUITMENT, SELECTION AND APPOINTMENT
A. RECRUITMENT AND APPOINTMENT
OBJECTIVES:
1. To establish and implement a system of Recruitment and Selection based on the
principles of merit and fitness.
2. To attract, select, recruit and retain in its faculty staff, the best qualified,
responsible, efficient and competent members based on specific academic needs.
3. To ensure fair, objective, transparent, and equitable process for hiring new
faculty members.
SCOPE:
The following shall be covered by Faculty Recruitment:
1. New entrants/recruits to the University including those to be recruited as substitute
and/or contractual faculty.
2. Transferees from other units of the University or from other government agencies or
instrumentalities.
GENERAL POLICY
Consistent with the objective of the Isabela State University to provide quality
education, only the best qualified applicants shall be recruited as faculty members based on
specific academic needs as to education, field of specialization and relevant experiences. All
recruitment/s and subsequent appointment/s to the faculty shall be based strictly on merit
and fitness. There shall be no discrimination in the selection of faculty on account of gender,
civil status, disability, religion, ethnicity, or political affiliations.
For this purpose, the following objectives, policies and guidelines governing
recruitment of faculty members are hereby established.
SPECIFIC POLICIES
The established ISU policies and procedures on recruitment and appointment of
faculty shall be in accordance with the following Civil Service policies and procedures:
1. Recruitment shall be limited to those who meet the minimum requirements prescribed
for the rank as per the qualification standards set by the University.
