MECHANICS/PROCEDURES IN SCREENING APPLICANTS FOR STAFF
DEVELOPMENT PROGRAM
1. Faculty applying for scholarship, study leave, training, attendance in seminars and
similar other activities shall file requests to the CSDC endorsed by his/her department
chairman/program chairman and dean. The CSDC shall act on the request based on the
submitted Staff Development Plan of the Department/College/Campus and forward its
action/recommendation to the USDB.
2. The USDB will review the recommendation of the CSDC and forward its
recommendation to the University President through the VP for ARA or the VP for ABF,
as the case may be, for his final action.
3. Scholarship grants, trainings, seminars, given to the University shall be handled by the
University Staff Development Board (USDB). Applicants must come from appropriate
colleges and or departments in which such applicants shall be pre-screened by the
college/department concerned before such recommendation will be made by the CSDC
through the USDB prior to the approval of the University President.
4. Faculty members who obtain their own application form for scholarship, trainings,
seminars, workshop, etc., from local or foreign agencies sponsoring such scholarship,
trainings, seminars, workshop, etc., shall submit himself to the preceding procedures
prior to the approval of the President. No application forms shall be brought directly to
the Office of the University President for recommendation and approval without the
recommendation by the local SDC of the college through the Campus Staff Development
Committee and the USDB.
5. No faculty member shall go on training, seminars if it is not in line with his/her
verticalized specialization and if it does not pertain to his/her work, except for those
whose seminars, trainings, workshops which are in line with his/her other functions in
the University. Selection of participants shall be based on actual needs for the
specialization and enhancement of competence taking into consideration organizational
priorities.
6. Faculty who avail of the scholarship grant shall enter into a contract with the University
and shall be governed by the staff development rules and policies.
7. Recipient of training grant, study grant, seminars scholarship agreement, in accordance
with existing rules and regulations, policies and provisions of the staff development
shall submit a written authentic report or on a prescribed form upon completion of the
training and a periodic report of the scholars furnished to the HRMO a copy of the
certificate or diploma, as the case maybe, for entry in the personnel files.
