DEFINITION OF TERMS
Whenever used in these Staff Development Policies, Rules and Regulations, the
following words or phrases shall mean or refer, thus:
1. Advanced Degree – an academic degree conferred for completion of requirements beyond
the undergraduate college level, such as master’s or doctorate.
2. Extremely Urgent Case – a situation where the holding of a meeting by the CSDC and/or
the USDB is not possible due to time constraint (e.g., invitation or notice for trainings,
seminars, scholarships, etc., is received very late and deadline for submission or
confirmation of attendance/nomination makes it impossible for the CSDC and USDB to
meet en banc and act on the matter.)
3. Faculty Retooling – redirecting the field of specialization of a faculty in an overstaffed
discipline (e.g., usually due to decreasing student enrolment in such discipline, faulty
recruitment in the past) to other disciplines which are understaffed and overloaded
instead of recruiting new faculty for such understaffed discipline.
4. Fellowship – a financial grant given to a Faculty member on study leave, either by the
University itself or by other donors (usually through bilateral agreements with foreign
countries). Long trainings (more than one month) abroad under the sponsorship of
foreign donors are included in this category.
5. Financial Assistance – refers to the provision of monetary assistance to enable the recipient
to attain his/her objective for professional growth.
6. Personnel on Official Time – Faculty member who is granted a study leave full time
without any Scholarship assistance, except his/her salary and other mandated benefits
and remunerations.
7. Personnel on Scholarship – Faculty member who has been granted an opportunity by the
University to pursue a higher degree full time, with or without financial grants, for as
long as he/she receives all the mandated benefits and remunerations given to all University
employees.
8. Post-Doctoral Leave – a faculty member who is granted leave with full pay to undertake
scholarly activities to further improve his qualifications and competence and become
more effective and efficient in his/her work.
