III.    CAREER AND PERSONNEL DEVELOPMENT

                       The University shall implement a career and personnel development program for
               faculty  members  which  shall  include  provisions  on  study  grant/leave,  sabbatical  leave,
               secondment,  training,  seminars,  workshop,  conferences  including  foreign  and  local
               scholarship, job rotation, counseling, mentoring and other HRD interventions.

                       It  shall  likewise  device  a  system  that  is  beneficial  to  personnel  whose  improved
               performance subsequently benefits the University and its principal stakeholders – the students.


                           STAFF DEVELOPMENT POLICIES, RULES AND REGULATIONS
                                          OF THE ISABELA STATE UNIVERSITY

               Objectives

               1.  To evolve and implement a continuing educational program for the development and
                   professional growth of the faculty of the University.

               2. To continuously improve the capability and competence of its personnel in instruction,
                   research, extension, production and administration, and in order to attain and sustain
                   academic excellence and ensure efficiency and effectiveness by providing opportunities,
                   incentives and appropriate environment.

               3.  The career and personnel development program shall form part of the Isabela State
               University Merit System.


               POLICIES

                       1.  The  University  shall  implement  a  continuing  program  of  training  and
                          development for its faculty members.

                       2.  The University shall provide opportunities for development to its faculty such as
                          training,  study  grant/leave,  workshop,  conferences  and  other  similar
                          undertakings for the further development for faculty.

                       3.  The  University  shall  promulgate  policies,  rules  and  regulations  for  staff
                          development.

                   5.  The  University  shall  ensure  fairness  and  objectivity  in  all  its  processes  for
                       selection/screening/recommending          and    evaluating     applicants    for    staff
