promotions. Seniors would be required to complete appraisal forms, with their
opinions on a number of traits (knowledge, attitudes, abilities, behaviours, etc.)
and on how the appraisee had performed during the year gone by. This report
may have to be reviewed by the next senior officer and perhaps by one more.
Judgments are then made, by competent authorities, about whether at all, and
if so, how much, increment should be given to the appraisee. If the
performance is rated very high, the appraisee may be considered for a
promotion.
