Utilizing TECHNOLOGY
In Quezon City, we use the latest available Information and
Communications Technology to promote a culture of transparency. This
started around two years ago when Mayor Joy Belmonte instructed all
departments in Quezon City to ensure that all paper-based business
processes are transformed to online transactions in order to improve
efficiency, cut red tape, and promote ease of doing business and the
efficient delivery of government service.
Transparency and openness, these are the values adhered to by the
BPLD when it enforces compliance to regulatory requirements for
businesses. From moving the application and permit issuance
process online to automating the inspection process, the BPLD
cultivates a culture of transparency every step of the way.
QC iBIZ view: AUTOMATED INSPECTION
AUDIT SYSTEM (AIAS)
The Department also modernized the way Licensed Inspectors conduct their inspections.
A first among LGUs, the Automated Inspection Audit System (AIAS) uses information and
communication technology in ensuring regulatory compliance.
Instead of requiring businesses to present physical proof of compliance during inspection and
manually writing the findings, inspectors now use a tablet that is connected via cloud to
the Online Unified Business Permit Application System (OUBPAS), where data on regulatory
permits and clearances is stored.
The system randomly assigns inspection assignments to BPLD inspectors. This way,
discretion, favoritism and over familiarization are minimized and avoided, if not totally
eradicated. The AIAS is able to track the status of issued Mission Orders for Inspection,
geo-tags the business location, verifies and generates compliance records, and reports
immediately upon inspection. It efficiently tracks performance outputs of inspectors, allowing
the city to optimize its personnel and resources better.
