Project personnel may also use their personal cash to travel subject for reimbursement by
following standard procedures, provided that they do not exceed the approved line-item budget.
B.3.4 Release of Funds
The procedure of releasing research budget for a project funded by the College shall
be the following:
a. Funds shall be released in accordance with the approved line-item budget of the
project, provided there are no unsettled cash advances and subject to the
availability of funds of the implementing unit. Unforeseen expenses for materials
during the planning stage but actually needed in the implementation/completion
of the project shall also be considered;
b. Progress reports shall be required for the succeeding releases of funds;
c. Additional cash advance shall be allowed only if previous cash advance is fully
liquidated; and
d. Realignment or reprogramming of the line item budget is allowed as long as it is
within the approved amount of the project.
C. Financial Management Guidelines for Externally Funded Projects

When project funds are channeled to the College, at least 7.5% of the total project cost shall be paid
to the college as administrative cost and 50% of the 7.5% of which shall go to the Research and Development
Office to fund research related activities.
For institutional and individual commissioned projects, a Memorandum of Agreement (MOA) shall
be executed between the implementing unit and the sponsoring/funding agency; the college shall authorize
a researcher to serve as a project leader.
C.1 Responsibilities of the Host Institution are Subject to the Provisions of the MOA:
a. Approves and supports the participation and involvement of the researcher;
