AN .ADMINISTRATIVE REGULATION GOVERNING
SELECTION PROCEDURE FOR ALL
REGULAR AND TEMPORARY APPOINTMENTS
SECTIOtL l. Purpose
It is the policy of the City of Farmington to employ the best suited
applicants through employee promotion or local, regional , or national
advertising. The purpose of this regulation is to establish administrative
procedures that govern tbe recruitment, selection and appointment processes
for all regular and temporary position vacancies, including internal
promotional opportunities, and to supplement Section 25A-5 Appointment of
the Personnel Rules.
SECTION 2. Department Head Responsibilities
The Department Head for each City department shall serve as the initial
appointing authority for all position vacancies within their department and'
as such will review and approve all regular and temporary appointments,
The City Manager shall sel:'Ve as the final hiring authorit y f or all regular
position vacancies. However, a d;i.vision head and/or other selection
official may be designated to act on behalf of the Department Head with
~gard to the performance of the various administrat ' ve functions that are
.i;>ecified in this re911lation . such designation shall be communicated in
writing PY the Department Head to the Personnel Office.
SEC'l'ION 3. Administrative Procedures
1) Regular Position vacancy; Department Head or designee notifies t he
Personnel Office of a regular position vacancy by initiating a
Personnel Request form. Upon completion by the departlllent and the
Personnel Office , the requisition is sent to the City Manager's Office
for approval.
Temporary Position Vacancy: Department Head or designae notifies the
Personnel Office of a telllpor ary position vacancy by ini tiatinq a
Personnel Hequest form which requires completion and approval by the
department and the Personnel Of fice.
2) Upon receipt of the approved Personnel Requisition, the Personnel
Office will refer the names of individuals from the appropriate
employment list to the respective Department Head or designee, If an
employment list does not exist for the requested position, the
Personnel Office will submit a job description for the requested
position to the hiring department to ensure that the class spec i fica-
tion r epresents an accurate reflection of the essential and non-
essential duties and responsibilities of that position.
