3) Upon approval of the job description by the Personnel Office, the
Personnel Representative and the hiring department shall jointly
establish selection criteria which will provide guidelines that will
govern that application screening and selection process.
(A) The Personnel Representative and the hiring department shall work
closely in the use of any specialized testing processes such as
skills testing , assessment centers, fitnBss screening , or physical
agility tests.
4) After identifying the selection criteria, the nature of the examina-
tion(s) shall be formulated by the Personnel Representative and the
hiring department and submitted to the Personnel Director for approval.
5) After the job description has been approved and the selection tech-
niques established, the Personnel Office will prepare the job announce-
ment and ensure that appropriate public notice is provided.
The type of posting, i. e. open competitive position or promotional
opening City wide, department or division, shall be determined jointly
by the Department Head and the Personnel Representative. The minimuJn
posting period for all job announcements shall be governed by the
following:

Although job announcements can be posted for longer periods of time
at the discretion of the respective Department Head or designee, the
minimum posting period may be decreased for good cause by action of
the Personnel Administrator. In addition, upon approval of the
Personnel Director, the filing date may be extended whenever it is
determined that an insufficient number of applications have been
received from qualified applicants.
6) The Personnel Office will receive and screen all applications for
minimum qualifications. In consultation with the hiring department,
the Personnel Office will establish a list of qualified applicants
and arrange for interviews and/or other testing. In the event that
testing procedures are necessary to obtain a list of qualified
applicants, upon completion of the testing, the Personnel Office will
arrange for interviews in consultation with the hiring department.
