                             (b) Many documents have to be submitted manually with the reconcili-
                                 ation of export and bank documents at the time of closure of an
                                 EPCG Authorization. The two key documents are there i.e., shipping
                                 bill from customs and e-BRC from banks. Transmission of these
                                 documents relating to Advance Authorization and EPCG Authoriza-
                                 tions in secured electronic format to DGFT has established. And
                                 thus, system of online Export Obligation Discharge Certificate (EODC)
                                 has been introduced by DGFT. Exporters can also file EODC appli-
                                 cations online. And thus the exporter can also complete the DGFT
                                 formalities online and may get quick clearances at the customs on
                                 account of e-transmission of EODC from DGFT to customs.
                             (c) Message Exchange system for exchanging shipping data relating to
                                 Focus Product Scheme (FPS), Focus Market Scheme (FMS), Mar-
                                 ket Linked Focus Product Scheme (MLFPS), Status Holder Incentive
                                 Scrip (SHIS), Served From India Scheme (SFIS) and Agri Infrastruc-
                                 ture Scheme shall be established with DG systems. Thus, for quick
                                 processing the exporters are allowed to link shipping bills received
                                 from customs with their applications.
                             (d) For the export of cotton, cotton yarn, non-basmati rice, wheat and
                                 sugar, a system for online issuance of Registration Certificate has
                                 been introduced. Thus Registration Certificates can be quickly is-
                                 sued and easily monitored.
                             (e) For resolving EDI issues, online system has been established. A key
                                 number is generated by the system for each complaint for follow up.
                             (f)  For users to file online complaints, a new online complaint resolution
                                 system relating to EDI issues has been considered. Each complaint
                                 is generated with a key number, which is followed up by the users
                                 and DGFT officials for resolving the issues earlier.
                             17. Ease of Documentation and Procedural Simplification
                             (a) Individual applications are dispensed with the submission of physical
                                 copies of IEC and Registration-cum-Membership Certificate (RCMC).
                             (b) The submission of hard copy of EP copy of shipping bills has been
                                 dispensed with, in case of:
                                Advance authorization
                                Duty free import authorization for grant of EODC (in case exports are
                                 made through EDI ports).
                             (c) Either cash or demand draft or EFT can pay the application fee. The
                                 exporters and importers are now allowed to utilize credit cards for
                                 payment of the application fee.
