(iii) To create promotional incentives.
(iv) To provide various forms of assistance to potential and actual
exporters.
An exporter needs guidance and assistance at different stages of his
export effort. For this purpose, the Government of India has set up several
institutions whose main functions are to help an exporter in his work.
To stimulate and support the international marketing efforts of the
country, various organisations and institutions have been established.
These organisations and institutions aim at the development of
specialization in specific spheres of commodities and products and the
provision of various services. The activities of important organisations and
institutions which are involved in the export effort have been briefly described
and evaluated as under:
1. Department of Commerce (Ministry of Commerce) GOI: The
Dept. of Commerce in the Ministry of Commerce is headed by a Secretary.
It is responsible for the country's external trade and all matters connected
with it such as commercial relations with other countries, State trading
export promotional measures, and the promotion, development or regulation
of certain export oriented industries and commodities. The Dept. of
Commerce formulates policies in the sphere of foreign trade particularly
the import and export policy of the country. The Secretary is assisted in
the discharge of duties by additional secretaries and a number of other
senior officers functioning as Division head. Apart from finance and
administrative divisions, the principal functional divisions of the Department
of Commerce are Economic Division, Trade Policy Division, Foreign Trade
Territorial Division, Export Products Divisions, Export Services Division,
and Export Industries Division.
2. Director General of Foreign Trade (DGFT) New Delhi: The
Import Export Trade control Organisation headed by the DGFT responsible
for the execution of the export and import policies of the Govt. Now the
role of DGFT would be to promote exports and to remove controls India
now needs the promoter of exports and not the controller of exports. The
import and export licensing of iron and steel and Ferro alloys is also looked
after by this Organization. The DGFT's supporting offices are located in
Agartala, Ahmedabad, Amritsar, Bengaluru, Mumbai, Bhopal, Baroda,
Chandigarh, Chennai, Coimbatore, Cuttak, Ernaculam, Guwahati,
Hyderabad, Jaipur, Kanpur, Kolkata, Kandla, Ludhiana, Moradabad,
