organisations. It is the primary servicing agency to provide integrated
assistance to Govt. recognised export houses as also the central co-
ordinating agency for export promotion of consultancy services.
FIEO emphasises greatly on intra and inter regional co-operation in
trade and economic matters with a view to promoting harmony and
understanding through economic, trade and technical ties.
11. Department of Commercial Intelligence & Statistics: DCIS
earlier known as Directors General of Commercial Intelligence and Statistics
(DGCIS) is located in Kolkota. The organization basically collects and
disseminates statistics relating to import and exports. It is Govt. agency
for collection, compilation and publication of the foreign, inland and ancillary
trade of various types of commercial information. It also helps in settlement
of commercial disputes and provides Indian businessmen going abroad
with letters of introduction to Indian commercial representatives concerned.
It also maintains a commercial library which is widely used by the
exporters, importers, research scholars and others.
12. Directorate General of Shipping (DGS): Till 1949, the Ministry
of commerce was responsible for all matters relating to policy and
administration of merchant shipping. Subsequently, there was a need for
separate organization to deal with all executive matters relating to merchant
shipping which resulted into establishment of Directorate General of
Shipping in September 1949. Its headquarter is located in Mumbai. The
main functions of DGS include matters affecting merchant shipping
navigation, administration of merchant shipping. It is also concerned with
development of Indian shipping and regulation of ocean freight rates in
overseas trade.
13. Freight Investigation Bureau (FIB): FIB was set up in the
Directorate General of Shipping in 1959. Its branch offices are located in
Kolkata, Kochi, Kandla, Chennai and Vishakhapatnam. The main function
of FIB is to investigate into the representations of shippers/shipper's
councils and to secure necessary adjustments. It also analyses the impact
of changes in freight rates and to keep shippers councils and other
organizations concerned and investigate into complaints regarding lack of
shipping facilities. The FIB also serves as a liaison organization between
shippers and shipping companies to solve shipping and freight problems
through mutual consultation.
14. All India Shippers Council (AISC): The Freight Investigation
Bureau organised shippers in various parts of India on regional basis and
formed 5 regional Shippers Associations viz, Eastern, Western, Southern,
