Accounting
The Accounting Department is the hub for the Finance team because it manages the setup of accounts and
movement of funds. Finance establishes Accounting-related policies and procedures for an agency related
to any revenue of expenditures.
Members of the Accounting department rarely interact with citizens. Instead, they track the money
brought into an agency through fees and taxes and the money spent. Like most Finance departments,
Accounting typically manages their work through an automated system, regardless of agency size. Often a
Certified Public Accountant (CPA) is appointed by a mayor or council board to head the Accounting
department.
Finance/Accounting will be the ultimate decision maker/controller of the:
1. Amount of money allocated to a department for budgeting
2. Purchasing procedures ranging from office supplies to RFPs for major items
3. Procedures for paying for the items purchased
4. Procedures for accurately tracking revenue
5. Payroll guidelines and execution, in conjunction with Human Resources
Finance departments can be unduly burdened by inefficiencies that can be offset by our software. These
inefficiencies are most frequently related to:
• Budgets: time/communication limitations for budgeting season
• Revenue Collection: communication limitations in transferring revenue from one department to
Finance, i.e., money Community Development collected for Code Enforcement tickets
• Projects: tracking complex projects – different revenue sources, such as taxes or grants, to fund
construction of new buildings or roads and bridges and the costs associated with building the
structure.
