                 Human Resources
                 The Human Resources Department includes managing both personnel and payment of personnel (Payroll).

                 Human Resources Departments are often separate from the Finance Departments; however, they are often
                 linked because both have responsibilities related to Payroll – pay rates, benefits, etc. Additional
                 responsibilities of HR include recruiting; assisting in selection, hiring, and training process; and ensuring
                 employees are treated fairly in compliance with state and federal guidelines. Human Resource
                 Departments can have a Human Resource Director, Manager, Supervisor, Coordinator, Recruiter, and/or
                 Clerk.

                 All agency employees are paid through Payroll, which also coordinates deductions for payroll related taxes,
                 benefit costs, garnishments, etc. Payroll must be sure that all pay structures meet state and federal
                 requirements. Examples of these include minimum wage rates, state income tax rates, etc. Payroll
                 departments can have a Payroll Manager, Supervisor, and Payroll Clerks.
