PROFESSIONAL COMPETENCE OF PUBLIC ELEMENTARY SCHOOL
PRINCIPALS

This study determined the level of professional competence of public elementary
school principals in the Divisions of Pangasinan SY 2015-2016. Specifically, this study sought to
determine the following: profile of the respondents in terms of their age, sex, civil status, highest
educational attainment, number of teachers supervised, relevant in-service trainings, number of
years in the position and personality type; the level of professional competence of the public
elementary school principals along the following aspects: empowerment of teachers, promoting
positive work environment, assessing curriculum development, modernizing school facilities,
collaborating with external stakeholders, management of values development, assessing
teachers performance and demonstrating current issues in education; significant differences in
the level of professional competence of the public elementary school principals across the profile
variables; significant relationships between the level of professional competence and the profile
variables; and proposed enhancement program for principals’ professional competence.
Based on the data gathered, the findings of the study are the following: The principal
respondents are within the age bracket of 29 years old below and 50 years old above. Majority are
females, married, and pursuing graduate studies. Majority supervised a number of teachers 11 to
20, have attended in-service trainings at various levels, have number of years in the position 10
years below and possesses Type A personality. The level of professional competence in all areas
is “Very Competent”. There are no significant differences in the level of professional competence
of school principals across the profile variables. There are no significant relationships between
the level of the professional competence and the profile variables. A proposed enhancement
program for professional competence was developed.
Based on the findings, the following conclusions were drawn: The public elementary
school principals are matured, female dominated, mostly married, supervised a number of
teachers, attended trainings up to International levels. Majority have stayed in the position for
several years and have Type A personality. The level of professional competence of the school
principals is “Very Competent” in all areas of concern which is impressive and remarkable.
Based on the findings and conclusions drawn, the following recommendations are
hereby presented: The proposed enhancement program should be implemented. Periodic
monitoring and supervision of school principals must be done to look into their professional
competence which can enhance their performance. All concerned principals are encouraged
to finish their masteral and doctoral degrees. They must aspire to have very high level of
professional competence though their variables vary. Further research may be conducted from
another scope, variables and locale.
