to arbitration. So I feel that I am very skilled in that area. I don't enjoy those things. I try t stop the
problems before they begin.
4. Please describe your experience in coordinating, tracking and reporting out on the implementation
of organizational goals, objectives, policies and procedures.
I have conducted several tools to help illustrate goals and achievements. Normally it is through some
kind of quarterly or semi annual budget updates. On a regular basis I have overseen parks and
recreation districts. Have conducted neighborhood programs, to be able to inform neighborhoods and
certain objectives. If you can get the public to be involved, and participate, get the options and weigh
in. It gives the governing board something to stand behind. I have done several power points to
encapsulate those points and make it very easy, and the ability to make an informed decision. That kind
of information and public outreach go hand in hand.
5. Please describe your experience with electronic filing systems as it pertains to this position.
We use these systems for ease of usage and for public requests. This goes with freedom of information
act. Even if you have to do offsite storage - so I've always worked in an agency where that was available
electronically. Some type of document system. Some have the capacity where you can write your
report in the system for your board of trustees to review and approve. That's in my background. There
has to be historical record for legal purposes. People come and go all the time but the records stay.
6. Please describe your experience in evaluating technology and operational procedure utilized in an
administrative department and your approach to implementing change, if needed.
There's two kind of changes that you can do. One is a business process where you change how the
work moves. There is a more electronic, technology driven change, whether you are going to use a
CMMS system, documenting who called, and what the complaint was, and whether or not that is
documented in a service request. The truth is you should never have to change your business processes
to adopt new technology. Technology should enhance your business processes. I have made so many
changes, and people are typically scared. I try to work with those individuals.
7. Please describe the roles in which you have had a relationship with a board of directors, and what
your role was in those examples. Can you provide an example of when you have had to research a
regulatory item and present your findings to the Board?
Normally I work under a director in support of their initiative. My role has been the administrative and
the financial background. I have always been in support capacity, but I have done quite a bit of public
speaking. Most recently, at Citrus heights water district, they are in the process of updating water plans
for local mitigation projects to minimize risk. There is a whole process.

8. This position will interact with managers throughout the organization as well as partner
organizations and individuals in the community. How do you evaluate whether your department is
providing a good level of customer service? What do you feel are some of the challenges to achieving
a high level of customer service?
