Budget Director, Staff Services Manager III, CA Attorney General’s Office: Served as the Attorney General’s
Chief Financial Officer. Planned, organized and managed the development and administration of the Attorney
General’s budget of $800 million and 5,700 positions.

• Fiscal analysis of proposed legislation impacting the Attorney General’s legal and law enforcement authority
• Budget allocations to all programs and divisions within the department
• Approved controlled expenditures such as out-of-state travel, and ground and air vehicle purchases

• Fund reconciliations and year-end closing process
Represented the Attorney General’s Office on budget matters to the Department of Finance, the Legislative
Analyst’s Office, the Governor’s Office, and Legislative Members and staff. Testified before Legislative Budget
Sub-Committees. Supervised first-line management staff, and indirectly supervised analysts and other technical
and administrative staff.
Budget Officer, Staff Services Manager II, State Water Resources Control Board: Served as the Water
Board’s Chief Financial Officer. Planned, organized and managed the development and administration of the State
Water Resources Control Board’s budget of $700 million and 1,700 positions.

• Budget requests submitted by department programs
• Fiscal analysis of proposed legislation impacting the State Water Board’s water quality and water rights
programs
• Budget allocations to all programs and divisions within the State and Nine Regional Water Boards
• Federal grant applications
• Bond transactions, expenditures and requests to sell bonds made to the State Bond Financing Committee
• Program Cost Account allocations
• Fund reconciliations and year-end closing process
Represented the State Water Resources Control Board on budget, bond and federal grant matters to the California
Environmental Protection Agency, U.S. Environmental Protection Agency, California Treasurer’s Office and Bond
Finance Committee, Department of Finance, the Legislative Analyst’s Office, the Governor’s Office, and
Legislative Members and staff. Supervised first-line management staff, and indirectly supervised analysts and
other technical and administrative staff.
Revenue Manager, Staff Services Manager I, State Water Resources Control Board: Developed and
implemented uniform revenue collection policies for all fees paid to the State Water Board, including National
Pollutant Discharge Elimination (NPDES) and Waste Discharge Requirement (WDR) permit fees. Developed and
oversaw billing and remittance processes and data systems used to bill and collect fees. Resolved fee issues with
statewide clients and provided guidance to program managers and technical staff on fee issues related to their
specific regulatory programs. Supervised analytical, technical and clerical staff.
Other positions at the State Water Board include serving as the Department’s Grants Administrator and as a
Human Resources Analyst.
