To the Team at Koff & Associates and Bay Area Clean Water Agencies (BACWA),
Thank you for considering my application for the Assistant Executive Director position. Rarely is an opportunity
presented which combines two major components within my professional wheelhouse—Sustainability and Public
Administration.
I have nearly a decade of experience in public sector technology in municipal environments. Most recently, managed the
implementation of Salesforce for the San Francisco Department of Police Accountability (DPA) as a Senior Business
Analyst.
Three reasons why I am an ideal candidate:
Proven Experience
o I have experience working with multiple stakeholder groups of all levels and accomplishing large-scale
projects in highly political work environments. From being a decision-maker in the public sector, I have a
strong understanding of what it takes to get the job done while focusing on efficiency and maximizing
transparency during the process.
o As the Senior Business Analyst for the DPA, I led the charge of upgrading the department from a 20+
year old Access Database to Salesforce. I managed the entire RFQ process, selected a vendor, and led the
implementation effort while continuously communicating with external and internal stakeholders. I
presented the project on several occasions to several Executive Directors of City and County of SF
agencies and to Mayor London Breed.
Passion for Sustainability and Equity
o Growing up in the San Francisco Bay Area, sustainability has always been paramount to my work and the
lens for which I view policymaking. I was a member of the inaugural cohort of Presidio Graduate
School’s MPA program, and served as the first Student Representative of the inaugural cohort.
o I represented the DPA as a part of the 2019 Government Alliance on Racial Equity cohort. As a Bay Area
native and a public sector practitioner, it’s important to leverage new tools for how we measure and
analyze policies, and how we can remove the stigma in order to discuss important topics such as equity.
Technology Background
o Not only will I be able to maintain the existing web presence for BACWA, but I am also able to lead any
software adoption efforts BACWA may want to undertake in the future.
Early in my career a professional mentor told me, “The future of government is technology. If you want to work in
government, you have to master technology.” I am confident that I can bring my technology leadership skillset and fuse
them with my strong communication skills, customer service, and professionalism to BACWA.
Before working for the City and County of San Francisco, I spent six years with the City of Berkeley’s Department of
Information Technology, and I hold a Master’s in Sustainable Public Administration from Presidio Graduate School.
Thank you for your consideration,
Tessa Rudnick
