o Establishing and adopted a long-term financial plan to ease step rate increases on city and outside
customers (limited to less than 5% annually)
o Funding and executing the largest CIP budget in the City's history ($300 for 5-Yr Plan)
o Earning Nationwide recognition and multiple national awards for service excellence
Regulatory Compliance – Updated 180 MGD treatment and 1,000 miles of distribution systems, improved
safety (40%), and reduced customer complaints (20%) while maintaining full production and providing
uninterrupted service to both retail and whole customers to comply with stricter government mandates for
multiple health-based constituents of concern, without a single violation
Leadership:
o Championed a landmark Sustainability with the Governor's Water Cabinet to optimize Regional Planning
and maximize agencies interdependency in the Twin Cities Metropolitan Area (1.7 million in population)
o Chaired the Water Utility Management Institute at the University of Minnesota to provide leadership
training for water professional nationwide
Project Manager (1990 – 1996) Lead high performance teams on a variety of critical projects from planning and design,
bidding and construction, to start-up and commissioning.
Accomplishment:
Executed the largest in-house facility rehabilitation in the City's history, salvaging a 100 year old underground
reservoir for $5M in lieu of replacing it for $20M – still performing after 20 years
Modified 50 year old filtration plant to double the performance in less than half the estimated time, and saving 90% of
the cost of adding new facilities
Established standardized engineering specification, policies and procedures and Department-wide reporting to achieve
on-going 50% efficiencies for outsourcing
Authored the first 10 Year Plan and alternate supply studies that guided regional planning to ensure long-term water
sufficiency for the Metropolitan area

Earth Tech, Inc. Minneapolis, Minnesota – A global multi-billion dollars environmental and engineering
consulting firm with 9,000 employees at offices worldwide
Senior Program Director (2006 – 2008) - Overseeing the Upper Midwest District Public Works, Environmental,
Water/Wastewater programs, doubling revenue in less than two years. Directing large water, wastewater and
environmental projects and programs throughout North America, achieving growth and profit through providing
expert resources for municipal clients. Expanded client base in transportation, transit and rail services, security and
emergency response planning
After leaving Earth Tech, Inc.(when purchased by AECOM), I performed a variety of TWM consulting and expert
services nationwide in the following assignments (*):
City of Baltimore, MD – Chief Engineer (2010) - Coordinated multi-billion dollar capital programs, saving tens of
millions of dollars through innovative stakeholder approaches, for both Water and Wastewater in Maryland including
the EPA Consent Decree for the Chesapeake Bay water quality restoration
City of Redding, CA – Water Utility Manager (2009) - Reorganized the internal utility operations and associated
staffing needs in the treatment, distribution, conservation, cross connection and customer service areas. Prepared a
California Proposition 218 rate adjustment case and initiated a Master Plan process, true cost of service study and a
long-term infrastructure investment plan.
Veolia Water North America – Vice President (2009) – Launched the Water/Wastewater Technical Group to
support all the Asset Management and Operations at various regional LLCs and CIP Projects throughout the U.S..
