featured in commercial establishments such as malls. DTI aims to link
more medium and large enterprises to small and medium enterpris-
es through the promotion of inclusive business (IB).
P3 (Pondo sa Pagbabago at Pag-Asenso)
A socialized microfinancing program for MSMEs where they will be
provided with an alternate source of funding, thus breaking the 5-6
lending system. It is tailor-fitted to each entrepreneur’s needs, goals, and
cash flows, with funds including loan fund, guarantee fund not more than
25 percent of the total loan exposure, and mobilization fund not more
than 5 percent of the downloadable funds. The total initial funding is PhP
1 billion and the lending interest will be at 18-30 percent per annum for
retail, and cost of funds plus administrative cost for wholesale. The
priority beneficiaries are micro-entrepreneurs, market vendors, agri-
preneurs, and tech startups.
Roving Business Development Counsellors Program
The program provides enabling spaces to entrepreneurs from depressed
municipalities in the ten poorest Philippine provinces. Interventions in
the areas of sales, marketing, finance, legal, strategic, and operations
managements are also offered. The targets include increasing the
number of registered MSEs through business assistance, strengthening
poverty alleviation programs with the help of other government agencies
like DOLE, DSWD, OWWA, etc., and bridging gaps in MSEs by helping
unregistered MSEs to be registered and helping them access the market.
Livelihood Seeding Program
As DTI seeks to develop and facilitate growth and transformation of
micro- and SMEs into global suppliers, it shall provide start-up capital
and financing packages for micro- and SMEs through the Livelihood
Seeding Program.
