                              Passive Join and Active Exit: Research on Japan's Participation
                                           in International Whaling Mechanism

              Abstract:International Convention on the Regulation of Whaling has witnessed the transition of institution since it took
              effect. International Whaling Commission has gradually transformed itself from "whaling club"to "anti-whaling club". Since the
              "Commercial Whaling Ban"took effect, Japan has been exploiting the flaw of International Convention on the Regulation of Whaling
              to conduct large-scale whaling activities in the name of "whaling research". At the end of 2018, the Japanese government announced
              that it would withdraw from the international whaling commission and resume commercial whaling. This article explored the whaling
              issue in Japan from the perspective of the effectiveness of international whaling mechanism in the country. The article believes that
              negative externality and the insufficient effective constraint of international whaling mechanism, and domestic factors of Japan have
              undermined the effectiveness of international whaling mechanism in Japan. To change the current deadlock facing international
              whaling mechanism, the international whaling mechanism needs to improve itself. Meanwhile, Japan should adapt to changes in

              international whaling mechanism, and reexamine the issue of whale protection from the perspective of the ecological environment.
