Hence, investments and purchases will be made with the district’s vision, mission and goals as a pre-
requisite for purchasing. Also, in addition to allowability, reasonability, necessity, and allocability,
investments/purchases will be made with consideration to relative value (potential gains v. costs) and
potential long-term sustainability of the product/services.
Additionally, the Federal Programs Director (FPD) plans budgets based on 85% of the current allocation
to determine what current programs/activities, salaries/benefits can be sustained.
