4.  Actual data: The LEA must use actual and reliable data from schools (as captured in Chalkable, the
                       student database system) and the Child Nutrition Report to make calculations of student enrollment,
                       full-time equivalent (FTE) for teachers and staff, etc.  Student enrollment and instructional staff FTE
                       data used to  compute comparability are  to  be collected on  the  designated Comparability  date, i.e.,
                       September 30 .   Students  will be counted as “unweighted”.   The documents used to determine
                                   th
                       comparability are:
                       •  Student Summary Count from Chalkable or student summary count report from the district’s
                           current student information database system;
                       •  Monthly Child Nutrition Eligibility Report as of the designated date, generated by the Office of
                           Child Nutrition;
                       •  MUNIS Payroll Comparability Information Report as provided by the Business Manager;
                       •  Month 1 MSIS Detail Personnel Listing Report, generated by the  district MSIS Coordinator;
                           and/or
                       •  School Teacher Rosters as provided by the principal/applicable departments, i.e., Exceptional
                           Services, or verification of school personnel with appropriate school/district personnel.

                   5.   Method  -  HCSD will use  the  pupil-teacher ratio  to determine comparability (Form B1or
                       current MDE form).  Should any school  not  be comparable using the pupil-teacher ratio, the
                       district will then use the per pupil expenditures to determine comparability (Form B2 or current
                       MDE form).  Salaries will be the base salary (years of service will not be used) for staff and
                       certification level for teachers, i.e., A, AA.

               School Instructional Staff – Non-federal instructional staff at each school shall include staff as indicated
               below who are NOT paid with private or federal funds (Title I, Title II, Title III, Title IV, Homeless,
               Migrant, N&D, IDEA, JROTC, Perkins/Vocational, etc.):

               Teachers serving two or  more schools, such as  music, art, physical education, gifted, etc., are to be
               counted based on their scheduled assignment at each school.  For example, a band teacher who serves
               multiple schools would be counted for the fractional portion of his/her day assigned to that school.
