• Be failing or at risk of failing to meet the state standards, or other standards relevant to private
school students. (Note: The students generating funds, may not necessarily be the students
receiving services.)
Timely and Meaningful Consultation- N1
The FPD will meet formally with private school officials located in the HCSD attendance area at a
minimum of two (2) times each year, in addition to informal sessions and communications via telephone,
email, etc. The first formal meeting will be in the spring of each year, prior to the district’s Annual Public
Meeting which is usually held on the last Tuesday or Thursday of April, to make an offer of services and
hold meaningful consultation for the upcoming Title funding year. Upon approval of the district Title
plans, the FPD will meet with private school officials to begin implementation support of the plan. The
third formal meeting will take place in January/February to review implementation progress.
ESSA, 2015 requires that funds allocated to an LEA for educational services and other benefits to eligible
private school children, teachers, and other educational personnel, and families must be obligated in the
fiscal year for which funds are received by the district. The purpose of this requirement is to ensure
that districts use the funds available under Title I, or a covered program under Title VIII, to provide
equitable services in the fiscal year for which the funds were appropriated, thus ensuring that eligible
students, teachers, other educational personnel, and families receive the services to which they are entitled

Hence, the FPD will assist private/non-public school officials to meet this requirement by providing
meaningful consultation and timely issuance of purchase orders for the goods and services as approved in
the grant application.
Meaningful consultation implies that HCSD officials considered the comments of the private school
officials. In order to engage in meaningful consultation, HCSD will include discussion and
documentation of the following:
1. How the district will identify the needs of the eligible private school children;
2. What services the district will offer to eligible students;
3. How, where, and by whom the services will be provided:
4. How the district will academically assess the services to eligible private school children and how the
district will use the results of that assessment to improve the Title I services;
5. The size and scope of the equitable services the district will provide;
6. The method or sources of poverty data the district will use to determine the number of private school
children from low-income families residing in participating public school attendance areas, including
whether the district will extrapolate data if a survey is used;
7. How and when the district will make decisions about the delivery of services to eligible private school
children, including a thorough consideration and analysis of the views of the private school officials
regarding the provision of services through a contract with third-party providers;
