Appendix 3: Five Year Strategic Plan




                                                       Year Two: 2020-2021

                     Coming off the changes implemented in Year 1, Year 2 focuses on assessing the effects of the cost
                     containment measures implemented in Year 1 and finetuning them. We would also pay
                     considerable attention to further developing the wellness plan and introduce wellness activities and
                     a tobacco surcharge.


                     Cost Containment
                            Continue to review expected utilization based on group demographics
                            Determine if Francis Parker School is a good candidate for self-funding or a captive, review
                            funding options and

                            Review Consumer Driven Health Plans, motivators, perception, education requirements and
                            analyze if consumerism is working in the health plans
                            Continue to review health and welfare plan against benchmark data including other
                            education industry employer plans, and other employer plans on a national and regional
                            basis to help guide plan design and cost-sharing decisions


                     Wellness/Well-being

                            Launch tobacco cessation program $50 monthly surcharge for employee tobacco users and
                            introduce spouse surcharge
                            Build internal wellness committee and recruit and train wellness champions.
                            Begin engagement component of the wellness program. Engagement includes activities that
                            employees must complete in order to qualify for a premium discount
                            Engagements will include not only health assessments and biometric screenings but
                            challenges such as weight loss, sugar busters, nutrition, obtaining annual physicals, etc.

                            Employee only assessment plan which consists of both health assessment and biometric
                            screening will be weighted to assist and benchmark current employee populations overall
                            health and activity level
                            Continue to assess surcharges for budget purposes to pay for wellness campaign
                            Carriers to provide a minimum of $5,000 annually to contribute to wellness program costs
