Over millions of years the planet has, more or less, maintained a carbon balance although there
have been significant variations and concentration levels far higher than they are today when
temperatures were lower.

Until recently the main, if not only, records of carbon dioxide concentrations in the atmosphere
were based at the NOAA Observatory at the 14,000 foot high silent volcano called Mauna Loa in
Hawaii. These represent the net of all emissions less those absorbed in sinks or emitted into the
atmosphere. There are two immediate problems with this. Gross emissions from man‐made
activities are calculated on a "bottom‐up basis" from the amount of fuel burned or energy used
and converted into carbon dioxide equivalents based on formulae provided by the IPCC.
Secondly, there is absolutely no way for accurately measuring natural emissions.
The Mauna Loa data is released monthly along the following lines:
