Abstract: The goal of land reform is to improve community welfare by empowering and providing assets. This
study assesses the effects of land reform access on community welfare in Candi Village, Bandungan Sub-district,
Semarang District. A qualitative descriptive technique is used in the research methodology to monitor the
implementation of access arrangements, while a quantitative approach is employed to evaluate the enhancement
of community welfare. The results of the study show that the welfare of the community has been greatly
impacted by the land reform that Candi Village implemented. Increased community access to resources and
higher farmer incomes have resulted from the allocation of land assets and community empowerment through
land redistribution schemes. A correlation study demonstrates that the implementation of land reform and the
enhancement of community welfare are positively correlated. But even with these notable gains in income and
access, there are still a number of issues that need to be resolved before land reform can be fully implemented.
Among these difficulties are matters of administration, co-ownership of land, and the participation of pertinent
stakeholders. Thus, in order to guarantee land reform’s long-term influence on the welfare of the community in
Candi Village, further work must be done to enhance its implementation.

Intisari: Reforma agraria bertujuan meningkatkan kesejahteraan masyarakat melalui pemberian aset dan
pemberdayaan. Penelitian ini mengevaluasi pelaksanaan akses reforma agraria di Desa Candi Kecamatan
Bandungan, Kabupaten Semarang, serta dampaknya terhadap kesejahteraan masyarakat. Metode penelitian
melibatkan pendekatan deskriptif kualitatif untuk mengamati pelaksanaan penataan akses dan pendekatan
kuantitatif untuk menilai peningkatan kesejahteraan masyarakat.Hasil penelitian menunjukkan bahwa
pelaksanaan reforma agraria di Desa Candi telah memberikan dampak yang signifikan terhadap kesejahteraan
masyarakat. Pemberian aset tanah dan pemberdayaan masyarakat melalui program redistribusi tanah telah
meningkatkan akses masyarakat terhadap sumber daya dan meningkatkan pendapatan petani. Analisis korelasi
menunjukkan adanya hubungan positif antara implementasi reforma agraria dengan peningkatan kesejahteraan
masyarakat.Namun, meskipun terdapat peningkatan signifikan dalam akses dan pendapatan, masih terdapat
beberapa tantangan yang perlu diatasi dalam pelaksanaan reforma agraria. Beberapa tantangan tersebut
meliputi masalah administrasi, kepemilikan tanah ganda, dan keterlibatan pihak terkait. Oleh karena itu,
diperlukan upaya lanjutan untuk memperbaiki implementasi reforma agraria guna memastikan dampaknya
yang berkelanjutan terhadap kesejahteraan masyarakat di Desa Candi.
