one assignment is ordered when the project is a very simple “go do” for the
contractor, or when the carrier or assigning party has already received an accurate
and detailed scope of work and they do not need an accessibility specialist to
complete an on-site assessment. An accurate and detailed scope of work fully
describes the specific scope items and design intended by the recommendation.
This usually includes drawings that demonstrates where and how things are to be
completed and it usually includes the already completed, written home
assessment. If a DCC accessibility specialist is required to be involved in the
assignment, then it’s probably not a level one assignment. The contractor should
be able to take the assignment, complete a site visit and then create an estimate
with only limited clarification required.
• Level Two: I need a DCC accessibility specialist to complete a skilled on-site home
assessment, nothing more is needed at this time.
A level two assignment is ordered when the carrier or assigning party only requires
that a skilled home assessment be completed at the residence. A level two
assignment is usually ordered when the carrier or assigning party knows that they
will not be completing the construction or simply needs to know what the housing
situation is and what challenges are currently at the existing residence. A carrier or
assigning party can ask that a cost estimate be included however if a contractor is
required to complete an estimate, and does not have the opportunity to complete
the construction, it is customary to pay the contractor for their professional
services.
• Level Three: I need a DCC accessibility specialist to complete a skilled on-site home
assessment, assign a contractor and then if authorized, have complete project
oversight
A level three assignment is sometimes called a “full service” assignment. A level
three assignment includes a skilled onsite home assessment by an accessibility
specialist, a contractor assignment, an estimate submission and if authorized, DCC
manages the contractor throughout the construction process.
