Reference Guide Fire Strategy
B1 – Means of Warning and Escape
1.5.1 Fire alarm and detection system
All stores are to be provided with an automatic fire alarm and detection system to not less
than Category L3 standard, in accordance with BS5839-1. It is noted that this is an
enhancement above the required category M alarm system.
1.5.2 Occupancy Numbers
Anticipated population numbers for the model store design have been developed based on a
floor space factor of 4.0m2 for a shop sales area. This value accords with information
provided by Co-op and takes account of the recommendations of ADB Table C1, Note 1 and
is in accordance with BS9999:2017 Table 9.
Floor Area (m2) Floor Space Factor (m2/person) Anticipated Population Number
280 4 70
It is anticipated that up to 5 staff members may be present at all material times, though may
be situated either front-of-house or back-of-house. This results in a total building population
of 75 persons.
1.5.3 Fire Exits
Where the anticipated population of a building, or part thereof, is >60 persons, ADB requires
that an alternative escape route is provided. Where two distinct exits are provided, it is
reasonable to assume that one of these may become unusable in the event of a fire, and it
follows that each individual exit should have sufficient capacity to accommodate the
population of the entire floorplate.
The following table outlines the exit capacity of exits from a given width:
Maximum number of persons Minimum width (mm)
60 750
110 850
220 1,050
More than 220 5mm per person
Note: the above requirements do not take account any further limitations stipulated in Approved Document M:
Access to and Use of Buildings.
