Claim by Ruler of Qatar 307
                                     -ii-

and thoir reoidenoe in Hav/ar gives Bahruin no greater claim
than they have to Zaknuniyah (oee Loriraer page 391 and page
          396) and when the Shaikh of Bahrain tried to control them at
Dudaiyya they left in a huff •
                 (b) Shaikh Isa used to pay an annual visit to Hav/ar.

Theoe Shaikhs used to pay an annual visit to Lingeh and still
visit Rasa each year. Shaikh loa also went hav/ki*.•* to
          Zaknuniyah.
                 (c) He helped Turkioh soldiers there. Bahrain has
also helped shipwrecked mariners off the Haaa coast.
                  (d) Disputes in Hav/ar were tried in Bahrain. By agree

ment parties can take their cases to any Qadhi and two Iraqis
on the Trucial Coast could take a dispute to Kerbala if they
wished. It was only the easy sea journey and the .Dowasir
connection that made oahrain a convenient forum &b compared

with a difficult and dangerous laud journey to Doliah.
                  (e) The shaikh of Bahrain*s fidawia were sent to Hav/ar
to arrest people. Bin Jiluwi sent men to Bahrain at least
tv/icc when I was there and frequently sent them to q,atar.
                  (f) The subjection of people of Hav/ar to Bahrain
Kules and Regulations. Bahrain never had any rules and
regulations till it had an adviser, and he has been collecting

evidence of administration in Hav/ar for many years past with
the object of making this claim, in which he .has been very
successful. Had Qatar had a British Adviser this claim oould
not have been made. As for the Hav/aris' indignation that any

one should suggest they were not Bahrain subjects, it will be
remembered there is a Bahrain Police post there l
          5. The view of independent Arabs is that Hav/ar belongs
to Qatar and I am convinced the decision is inequitable, but
,1 I do not feel that it is practical politics to reverse it
x|| now. I should, hov/ever, like the Bahrain and Qatar cases to

be placed before Daly, who has an export knowledge of this
