Careful consideration given to the following areas before lifting the container:
• Are there known populations of rough sleepers, drug abusers, alcoholics
nearby?
• Has anyone been found in waste containers nearby before?
• What is the weather like? (the likelihood of shelter being sought in wet and cold
conditions is much greater)
• Is the waste being stored comfortable to lie on? (carpet, paper, cardboard etc)
• The storage location being quiet and isolated?
• Early morning or late afternoon’s collections may pose a higher risk.

actions can be taken immediately to reduce the risk further.
