People sheltering in commercial waste containers
This section is about preventing serious injury to people, including children, who may take
shelter in commercial waste bins or communal domestic bins – typically 660 litres plus
capacity. There have been many cases where people in bins have been injured and in
several cases killed when they have been tipped into waste collection and compaction
vehicles often they are only discovered when tipped out at the waste transfer station.

As a driver or reversing assistant, please ensure that you follow the procedures
below before lifting any bins.
Procedure for CHECKING THE BINS before lifting:
• Our bins are not fitted with locks so please look out for any materials that
somebody may use to create a sleeping space.
• Is the bin in its usual location?
• Bang on the sides of the bin
• Lift the lid to check for anyone inside, taking care to ensure that you are not
putting yourself at risk from anything falling out of the bin.
