Possible Problems with Waste Reception
If the waste does not meet the description given at the time of transfer, the following points
must be followed:
The producer of the waste must be contacted for verbal clarification on the description of
the waste.
An entry into the site diary must be made noting the date, time, haulier, the producer of
the waste, the description given, and the correct description of the waste.
Unauthorised waste is any waste that is not included in the list of acceptable wastes as
set out in the Waste Management Licence for each site. If a load is found to contain any
amount of unauthorised waste after it has been tipped, the following steps must be
followed to ensure the correct handling of the waste and the safety of all personnel and
visitors on site:
• Firstly, the waste must be assessed to determine any risks of hazardous
properties using the latest COSHH Regulations wherever possible.
• If the waste is deemed safe to handle by hand, it must be moved as quickly and
safely as possible into the unauthorised waste container. Personal protective
equipment is provided for your safety in handling any materials.
• If the waste cannot be identified, the site manager/foreman must attend the load
to give advice on the identification and handling of the waste. If the site manager
cannot identify the waste, he must place the load under quarantine by one of two
methods:
• Moving the waste to a safe area and surrounding it with cones and bunting tape.
This method is only to be carried out by use of the site machinery and if the waste
can be moved without leaving any trace behind which may cause contamination
of already accepted waste.
• If the load is deemed unsafe to handle and/or move, the load must be quarantined
where it was tipped by use of cones and tape to keep operatives and visitors at a
safe distance from the load.
• Once the load is under quarantine, one of the directors must be informed and
asked to attend the load to give instructions on handling and disposal of the waste.
If the waste still cannot be identified, Management will contact the Environment
Agency, who will either give advice or attend site to determine the correct
procedure on handling and disposing of the waste.
• If the load in question has a liquid element to it which has caused a spillage, the
liquid must be covered with an absorbent material such as sand or soil and
removed into the unauthorised waste container.
