2.  Planning and Designing



                                     This phase consists of two activities, planning and designing, to construct

                           a problem-solving strategy by defining problems based on issues emphasized in


                           the  previous  stage.  During  the  planning  session,  the  researcher  developed

                           implementation strategies for the problem-solving procedure. In this context,

                           she proposed that this model consists of assessment instruments and teaching-


                           learning devices based on the course syllabus and previously identified issues

                           from  the  first  phase.  She  prepared  a  prototype  and  designed  assessment


                           instruments and teaching-learning devices for writing instruction that adheres

                           to assessment principles during the designing session.


                                     The  multipurpose  assessment  model  in  blended  learning  of  writing

                           instruction  is  a  representation  of  a  package  of  assessment  instruments


                           incorporated  into  learning  and  assessment  procedures  that  are  organized

                           systematically  to  collect  evidence  or  data  on  students'  writing  competence


                           achievement. The model is based on theoretical and conceptual analyses of the

                           principles of assessment, writing instruction, and blended learning. This stage

                           aims  to  prepare  the  prototype  and  produce  the  model  that  satisfies  the


                           subsequent steps' quality assessment requirements.


                               a)  Formulating the Model



                                         The  multipurpose  assessment  model  was  developed  based  on  the

                               preliminary findings. In this study, the model is a visualization of a set of


                               assessment instruments integrated into learning and assessment procedures
