"Indeed We have offered a mandate
(responsibility) to the heavens, the earth and the
mountains, but they are reluctant to carry it and are
afraid of the responsibility. Humans want to carry it, but
humans are many mistakes and stupid."(Surah 33:72)
Humans consciously accept responsibilities or functions
from God to be transferred to fellow humans. Then man
promised to hold fast to the mandate that God had given him.
It is stated in the letter al A'raf verse 172:

ْ
ۚ
ْ نَا ا ۛ ىل ا ْ ولاَق ُتْسَلَا مهِسُفْنَا ىل مُهَدهْشَا مَدا ْْٓ يِنَب َذَخَا ذِا

ْ ِ
َ
ُۙ
ُ
ْ
َنْيِل اَذ ٰ ه ا اَّنِا ِةمٰيِقلا ا ْ ول
َ
"And when your Lord created Adam from his
back, and God took testimony from them, He said: Am I
not your Lord? They say: Yes! We admit. Then on the
Day of Resurrection you will not be able to say: that we
were unaware of this."(Surah 7:172)
In the concept of this agreement, humans promise to
hold or carry out the mandate, namely upholding the laws and
teachings of God's religion. It can be concluded that humans
were created by God with the aim of serving Him, while this
service is functioned by God, for humans to become caliphs
on earth, on the other hand humans also undertake and promise
