                            From the proverb above, we can draw the notion
                     that  custom  is  very  supportive  of  an  "agreement"  as

                     according  to  Idrus  Hakimi  that  "Kato  consensus  is  a

                     decision based on an agreement based on understanding
                     through  deliberation  and  based  on  the  flow  and

                     appropriate  according  to  custom." 115 The  meaning  of
                     "cilako basilang" (crossed woe) above is a difference of

                     opinion if it is accompanied by a consensus called sakato
                     (one-sided),  then  the  results  of  the  consensus  will  be

                     respected and followed by members of the community.

                            Nan bana kato saiyo (the correct word is seiya),
                     means a truth that will be accepted by members of the

                     community and the truth is reached after going through
                     a  process  of  consensus.  In  deliberation,  consensus  is

                     reached  after  going  through  a  process  of  critical
                     dialogue, discussion or exchange of opinions, because it

                     is believed that the result of a deliberation is closer to

                     the  truth  so  that  it  can  be  accepted  by  all  parties  (in
                     agreement). Adat describes the result of consensus as
