d)  To   open   account   of   the   Fellowship   in   any
               Nationalized/Scheduled bank and appoint authorized signatories
               to operate the Bank Accounts.
            e)  It  shall  have  the  power  to  form  Sub  Committees  if  deemed
               necessary to expand the scope and working of the Fellowship.
            f)  It may take or initiate project or programmes to realize the aims
               & objectives of the Fellowship.
            g)  It shall approve the budget.
            h)  To carve out areas of Guilds in the District and as far as possible
               such  areas  would  correspond  to  municipal  wards,  taluka  and
               panchayat in the District.
        21.  Power of the Governing Body
            a)  To recommend to the District SGF General Assembly programme
               and other activities to be conducted during the year.
            b)  To prepare the budget for the year for being presented to the
               General Assembly.
            c)  The Governing Body shall perform all acts necessary for the day
               to day working of the Fellowship (which are not in these rules
               expressly  directed  to  be  done  by  the  District  Assembly)  but
               subject  nevertheless  to  such  regulations  and  or  directions  as
               may,  from  time  to  time,  be  determined  upon  or  given  by  the
               General  Assembly  provided  that  no  such  regulations  or
               directions shall invalidate any proper act of the Governing Body
               which would have been valid if the regulation or direction had
               not been made or given.
               In  situations  of  urgent  necessity  to  take  decision  concerning
               matters to be decided by the District General Assembly and get
               the same ratified by the General Assembly at the latest.
       Functions
       District SGF President
         1.  To give leadership to the Fellowship movement.
         2.  To preside over the meetings of the District SGF General Assembly
            and other Meetings.
       Vice Presidents
         I)  To preside over the meetings of the District General Assembly in the
             absence of the President.
         II)  To perform the functions of President during his/her absence and
             also perform the allotted responsibilities.
