OUR MANDATE, VISION, MISSION




                  Through City Ordinance No. 3022, S-2021 as amended by Ordinance No. 3045, S-2021 , the Business Permit
                  and Licensing Office was rationalized into the Business Permit and Licensing Department with an expanded
                  mandate and functions.

                  One of the major changes of the Ordinance was the incorporation of the functional structure of the Liquor
                  Licensing and Regulatory Board (LLRB).

                  In order to strengthen the BPLD so that revenue generation can be maximized, a reorganization of the existing
                  structure was implemented, defining and rationalizing the duties, functions, and responsibilities of each
                  division and the people who run it.
                  mandate:

                  The BPLD is mandated with the primary task of providing effective and efficient systems, procedures, and
                  practices in the issuance and renewal of business and occupational permits. It is generally responsible for
                  regulating the nature and/or operations of various business activities within the city.

                  Specifically, the Department is tasked among others, to issue Business, Occupational, and Liquor Permits,
                  Certification and Certified True Copy of Permit. Further, it is the Department’s duty to conduct inspection
                  on all  business  establishments  operating  within  the  city, ensuring  conformity  to  existing  laws,  rules  and
                  regulations, and checking into violations of which warrants suspension or  revocation of issued permit/license.


                  Vision:

                  To be the premier Department for frontline services in the Quezon City Local Government Unit (LGU) and the
                  top business processing and licensing services provider in the Philippines and in South East Asia.


                  Mission:
                  To provide an enabling and empowering business environment in the city towards flourishing business
                  economic  activities  through  effective  and  efficient  implementation  and  management  of  the  Department’s
                  policies, systems, and procedures that ultimately sustains good governance. Service Pledge: The Department
                  commits to provide efficacious, expeditious, transparent, committed, and dedicated service, reinforced by
                  advanced technologies in a customer-centric and healthy business-focused environment with competent and
                  professional public servants.
